PREPARE
in Barcelona
|
|
From 7th to 9th of October, PREPARE
held the second biannual Core Group Meeting (CGM) in combination
with a collaborative workshop session with the CP/RAC (Regional Activity
Centre for Cleaner Production) in Barcelona. During the days, around
fifty people participated, coming from Austria, Bulgaria, Czech Republic,
Denmark, Greece, FYRO Macedonia, Portugal, Serbia, Slovenia, Spain,
Switzerland, The Netherlands and Wales from the UK.
The results from workshops as well as CGM was very satisfying, as the
products of the workshops proved to be fruitful, and the ambitions and
abilities in the PREPARE network are becoming increasingly clear.
The products of the workshops will be discussed among the
responsible participants in the coming period (and circulated within the
network in due time), and later turned into concrete project applications
and descriptions. A quick summary of the products’ themes are innovation
transfer, green events, application of ISO 26000 to tourism industry, a
master of science on eco-efficiency in cooperation with the PREPARE
network and an environmental management training partnership.
On the CGM (8th to 9th) interesting
subjects – such as Robbert Droop’s presentation of the Dutch C2C-like
chain-approach – was discussed. On the internal PREPARE side, contents
for the website and especially the strategy was considered.
With a basis in what was discussed on the CGM, the PrepCom will
make specific suggestions and decisions for website contents as well as
an updated mission statement.
In addition to all this, Barcelona proved to be a (literally) very
warm and pleasant city.
CP/RAC was very helpful in the arrangements and, along with Ibon
Zugasti, holds a great share in the credit for the days going as well as
they did.

The
chairman’s editorial
|
|
The meeting in Barcelona was effective and productive, but still
informal and fun. This seems to be the positive value of PREPARE.
In this editorial, I wish to focus on the strategic and structural
parts of the
meeting. One important discussion dealt with underlining the action
oriented aspect of PREPARE in the official PREPARE Mission. The working
title of the addition is “To be a change agent for sustainable
development”. Another important subject was the facelift of PREPARE: The
network should be opened, expanded and made
visible. We are working on a new website, and we must ensure to have
sufficient
resources for this project. This means low bureaucracy and focus on low
cost-solutions. Beyond this, there are still areas of improvement in
PREPARE, and I will do my best to carry these into effect.
All in all, the project-pipeline looks interesting, and I look
forward to the outcome of the different projects initiated in Barcelona.

PREPARE Award to Ibon Zugasti
|
|
The PREPARE prize 2009 was awarded to a very special PREPARE
member from the Basque Country, Spain: Ibon Zugasti. He has been involved
in PREPARE since 2006 and contributed in various ways by promoting the
network in Spain and elsewhere, gathering new members, reflecting on the
vision and mission and leading a
thematic group. From a more operational point of view or on a strategic
thinking level, Ibon has always added value to the network. After all, he
is a Bachelor of Arts in Business Administration and Master in Strategic
Management (University of Deusto, San Sebastian and Marquette University,
Millwaukee).
We’ve been working with Ibon in PREPARE and various
PREPARE-related projects and he is this type of person that ensures
highly professional work, good sense, a wonderful evening around the
excellent pintxos restaurants in the old part of San Sebastian if one is
lucky enough to be there, interesting talks and good laughs. Ibon
represents a new generation of the best of PREPARE spirit.

Please find the ppt
presentation for the City of Ohrid, and the Draft
Agenda for the meeting and visits for the PREPARE CGM - Ohrid - last
week of April 2010.
I have asked the President of the Republic of Macedonia, HE Prof. Dr
Gjirgje IVANOV and he is agreed to host a reception at the Presidential
villa Biljana in Ohrid for the PREPARE members.
Also, the Rector of the University is willing to be the host for the
PREPARE members at the first day at the University Ss Cyril &
Methodius.
The Minister for Education and Science will join us and be with us during
the visit of village and springs of Vevcai (please see the Agenda).
Since that this is the Draft Agenda, we should confirm it and then I will
confirm all other dates and visits, receptions and hotel accommodation
Sorry for this delay, but I was waiting for the confirmation from the
Minister and the President.

VITO is organising
the second I-SUP 2010 Conference on Innovation for Sustainable
Production in April 2010 in Bruges (one of the most beautiful cities
of Belgium).

industrial ecology
For both inspiration
and information the Danish Prepare secretariat will with the
input from all relevant members in the
future from time to time upload interesting master and Ph.D. projects
within
sustainable consumption and production – the first example is a report on
experiences with industrial ecology in the region of
Zealand in Denmark, where the student got ideas and contacts from among
others the former manager of the Symbiose Center in Kalundborg, John

Since the
Sixth EU-Framework Programme for Research and Technological Development
(2002-2006) the European Commission is supporting the co-operation and
co-ordination of research activities carried out at national or regional
level by funding Networks to strengthen the European Research Area (ERA).
In the Seventh EU-Framework Programme (2007-2013) the ERA-Net landscape
in the field of Environment Research is going to be completed by
supporting an “ERA-Net on Eco-Innovation” within the Work Programme 2010
of Theme 6 ‘Environment (including Climate change)’.

Valero Delgado, Spain, informs about The
Krakow Declaration
An international expert conference on
efficiency, cost, optimization, simulation and environmental impact of energy
systems (ECOS´08) has identified that, although the process industries
account for 28% of the energy consumed in the EU-27, their improvement in
energy efficiency has slowed considerably since 2001. Conversely, many
ever-more efficient types of energy equipment and techniques have
appeared, but are not rapidly implemented. The current energy efficiency
targets and policies within the EU and the Member States are not
courageous, and are far from the efficiencies that can be achieved in
these industries according to energy studies (thermodynamics).
The experts defined various reasons for
the lack of achievement, such as the heterogeneity of the industries, the
large variety of raw materials, and the plethora of new techniques and
equipment which make identification of common needs and capacities for
improvements difficult. The expert group confirmed that they have
developed the science and knowledge to provide the energy efficient
technologies needed; however, this knowledge needs dissemination and implementation
to accomplish the 20% energy reduction by 2020 in the EU SET Plan.
The development of strong policy for
energy efficiency should be based on four planks (the four Pro's):
Processes and systems analyses: those activities identified as
priorities for increasing energy efficiency.
Products (of equipment manufacturers): these should relate
to advanced techniques with the clear aim of improving the energy
efficiency per unit of production.
Procedures: standardised systems are required for precise
energy and CO2 accounting, as well as developing industries
for auditing, and instrumentation for monitoring and control.
Promotion: there is an urgent need to disseminate
information on energy efficiency techniques and achieved savings, as well
as strategies for knowledge transfer.
Many national and European initiatives
exist (notably the IPPC Directive with the EC's reference documents on
best available techniques for process industries). However, these
initiatives would gain from reinforcing coordination at a supranational
level among scientists, process engineers, industrial managers,
manufacturers, governments and NGOs. A European Technological Platform
would be an appropriate tool and European Commission officials have
expressed strong interest in helping develop an ETP for Process
Industries. However, they have pointed out that an ETP defines
recommendations, while there is a need for actual achievements in energy
consumption reductions. Other possibilities should therefore be
considered, such as a specific, large FP7 project, and/or a Joint
Undertaking, such as a Joint Research Initiative, a European Industrial
Initiative.
A delegation of the ECOS group of
experts has been therefore been mandated to discuss with EC officials how
to start these activities.
